Disability Housing:
an emerging social infrastructure asset
The National Disability Insurance Scheme (“NDIS”), with committed funding of $22bn p.a. for 460k Australians, is a major Government reform of disability support in Australia that emerged from problems with the institutionalised, state-based, traditional disability models. The reform has created a customer focused and anti-cyclical social infrastructure asset class.
Specific challenges with existing disability accommodation such as insufficient supply, aging stock, or outdated care models, led the NDIS to allocate $700m p.a. for Specialist Disability Accommodation (“SDA”) to provide 28,000 Australians with very high support needs with access to appropriate housing.
There is an immediate need for additional SDA dwellings with an estimated shortfall of 11,500 – 23,500 places creating an estimated market size of $4bn - $8bn.
The provision of high quality and purpose-built accessible housing gives people with disabilities more choice and control, reducing the need to live in nursing homes, hospitals, institutions or with family members, often ageing parents.
Inspire Impact Disability Housing Funds
In December 2018, Inspire Impact partnered with a listed community care provider to acquire an established disability care service provider. The community care provider acquired the operating business, while Inspire Impact acquired the 9 underlying properties housing 60 Australians living with a disability, establishing the first Inspire Impact Disability Housing Fund. Inspire’s second Fund has 22 new purpose-built homes under construction and Inspire’s third Fund will deliver a further 60 new purpose-built homes. A fourth Disability Housing Fund will be launched soon.
